The State Capitol Endowment Trust of the Legislative Assembly is hereby created, to operate on a nonprofit, permanent, and irrevocable basis. Said Trust is created with the main purpose of managing the State Capitol Endowment Fund of the Legislative Assembly. No part of such Trust shall inure to the benefit of any private person whatsoever.
