The Endowment Fund shall have the following functions and powers:
(1) To promote and carry out initiatives with the purpose of attracting resources and donations, particularly of art and historic objects, as well as any other efforts that contribute to better comply with this chapter.
(2) To encourage both the private sector and the Government of Puerto Rico or the United States Government to contribute financial resources and devote efforts to conserve, preserve, and restore the structures, furnishings, and works of art on exhibit in the public rooms of the State Capitol of the Legislative Assembly and neighboring historic buildings.
(3) To prepare and promote the publication of books, special editions, brochures, catalogues, guidebooks, and any other similar activities. In the event that such publication generates revenues, these shall be used in compliance with the purposes of this chapter.
(4) Make studies known and make the public aware of the historic, architectural, and cultural value of the State Capitol of the Legislative Assembly, as well as its beauty and attractive features.
(5) The Endowment Fund shall adopt bylaws to manage all matters related to the discharge of its functions and the achievement of the purposes of this subchapter, including meeting legal and regulatory requirements pertaining to the management and disposition of donations and any other resources garnered as a result of its efforts. Such bylaws shall be approved within thirty (30) days after the effective date of this act.
(6) To carry out any actions as necessary or convenient to achieve the purposes of this subchapter.
(7) To maintain communications with the Historic Preservation Office of Puerto Rico and the Institute of Puerto Rican Culture on matters pertaining to compliance with legislation and regulations on the preservation of historic structures and architectural heritage.
