Without it being understood as a limitation, the term “administration” includes appointment of employees and personnel management; procurement procedures; administration of property; drafting and control of budget; payment of per diems and mileage for the attendance of the legislators at the sessions and meetings of the committees of each House; appropriation of funds to them for telephone calls made outside of the Capitol, and for postage of their official correspondence; procedures for the disbursement of public funds and accounting methods.
