The Director of the Legislative Service Office or his duly authorized representative may accept, in behalf of the Legislative Assembly of Puerto Rico, donations and legacies, in money or in kind, for the Legislative Library, its collections or services. In the case of money, such donations or legacies shall be paid by the donor or his representative to the Secretary of the Treasury of Puerto Rico, who shall issue the pertinent receipt. The Secretary of the Treasury shall cover the sums so received into a special fund in the name and at the disposal of the Legislative Library.
