The Director of the Legislative Service Office or his duly authorized representative may from time to time transfer to other libraries of the Government of the Commonwealth of Puerto Rico such books, documents, maps, and bibliographical material in the possession of the Legislative Library as, in his opinion, is not necessary for the purposes thereof, but that, in the opinion of the custodians of other libraries, may be useful to the latter. Likewise, it may dispose of or destroy such material as may have ceased to be useful.
