All material received by the Legislative Library shall, as soon as delivered by the respective secretaries of the Senate and the House of Representatives pursuant to the provisions of the foregoing section, be protected by binding or in any other proper way for its preservation and duly classified to make it available for reference. Such material shall be kept as part of the files of each one of the said legislative bodies, and shall be subject to the orders and regulations thereby issued and approved to said effect.
