§ 200. Joint resolutions—Subjects to be dealt with

All legislation which is to become ineffective upon the carrying out of the work or the fulfillment of the purpose sought by it shall be dealt with by the Legislature through joint resolution and shall not form a part of the permanent statutes of Puerto Rico. These resolutions shall follow the same legislative process as that of bills. There are excluded those cases where the subject to be dealt with as joint resolution is a necessary although incidental part of a principal subject which should be dealt with by means of a bill.
