In addition to promulgating the laws and joint resolutions in the manner provided in § 186 of this title, the Secretary of State shall place at the disposal of the public all information appertaining to the laws and joint resolutions approved, and shall publish in not less than two newspapers of general circulation the following information thereon: number of the law or joint resolution, date of its approval, effective date and title thereof, or a brief mention of the contents or purpose of each one. The publication in two newspapers above provided shall be made within the thirty (30) days following the date of approval of each law or joint resolution.
