The first regular annual session of the Legislature shall commence on the second Monday of January of each year and adjourn on June 30 of the same year. The second shall commence on the third Monday of August and adjourn on the Tuesday prior to the third Thursday of November. During the fifteen (15) remaining weeks the Committees shall continue working full time, and the prior approval of the President of the Senate and the Speaker of the House of Representatives shall be required to hold meetings outside of working days. Provided, That in those years in which a general election is held, the Legislature shall not assemble to hold the Second Regular Session.
