At the hour of ten o’clock a.m. on the day following the day specified in § 1 of this title, the Senate and the House of Representatives shall meet in joint session. The President of the Senate, or in the case of his absence or disability, the Speaker of the House shall preside, and immediately inform the Governor that the Legislative Assembly is prepared to receive any message which he may see fit to deliver.
