The Secretary of Transportation and Public Works, through the personnel of his department, and using the services of such additional employees as the commission may determine, shall proceed to make the said plan of rural roads, hearing the Councils of Administration of the interested municipalities, and shall submit the said plan to the commission for its approval. The Secretary of Transportation and Public Works shall include in said plan, as far as possible, vicinal roads the construction of which shall have been authorized by the municipalities out of regular funds or out of loan funds.
