The provisions of §§ 2101 et seq. of Title 3 known as the “Uniform Administrative Procedure Act of the Commonwealth of Puerto Rico”, shall not apply to actions or decisions of the agencies in connection with the documents detailed in § 452 of this title, except with respect to any term that has expired before the effectiveness of this act. All those permits, endorsements, certifications, contracts, bids and administrative procedures, including notices, public and location consultations, which have been obtained or carried out administratively for the development of the North Coast Superaqueduct prior to the effectiveness of this act, shall be understood to be force and in accordance with the public policy adopted hereby, due to the urgent need for potable water in order to ensure life, health and general welfare.
