The Aqueduct and Sewer Authority shall file the following documents in a duly certified original or copy with the Regulations and Permits Administration:
(a) Permit of the U.S. Corps of Engineers to comply with Section 404 of the Clean Water Act, gathering comments of federal and state agencies to comply with the:
(1) Safe Drinking Water Act
(2) Endangered Species Act
(3) National Historic Preservation Act
(4) Coastal Zone Management Act of 1972
(b) Quality of water certificate issued by the Environmental Quality Board.
(c) Certification of compliance with Section 4(C) of Act June 18, 1970, known as “Environmental Public Policy Act”.
(d) Construction permit for intake of water issued by the Department of Natural and Environmental Resources on September 18, 1996, pursuant to §§ 1115a et seq. of Title 12, known as “Act for the Conservation, Development and Use of the Water Resources of Puerto Rico”, regardless of whether such permit is final and binding.
The Regulations and Permits Administration shall review that the application of the Aqueducts and Sewers Authority includes the required documents above, and if complete, shall proceed immediately to issue the Authorization to Commence Works.
