For the carrying out of the purposes of §§ 341—347 of this title and for the performance of the duties and functions which the same imposes on the Authority, the latter is hereby empowered, after notifying the owner or his representative, to enter any tract of land or property which the Authority deems it necessary or advisable to enter in order to make surveys, measurements, appraisals and investigations of whatever kind or nature.
