The amount of water which shall be set as a standard for the establishment of both the temporary and permanent irrigation districts shall be four (4) acre-feet per acre per annum, the said standard to be applied on the basis of fair average years; Provided, however, That should it appear at any time after the establishment of the district that the supply of water is insufficient to furnish to each acre in the said districts the full standard amount of four (4) acre-feet, then each acre in the said district shall receive its proportionate share of the amount available.
