All revenues derived from the operation of the additional irrigation district whether coming from the tax levied on the lands included in the district, or from the sale of surplus water or from any other source, shall be deposited into the said Irrigation Fund. Said Fund shall also be applied to cover all expenses of construction and of operation of the additional irrigation district in the same form that it is applied to cover like expenses of the irrigation district already established and in operation.
