In all cases where, for the construction of any public works authorized by law, or for the construction of improvements or extensions thereto, the Secretary of Transportation and Public Works has already been granted authorization prior to or after the effectiveness of this act, it may be necessary, advisable or useful to acquire part of any property or rights therein by purchase or condemnation, the Secretary of Transportation and Public Works is hereby empowered to acquire the whole of said property or rights therein, if in his judgment, it is financially more advantageous to the interests of the Commonwealth of Puerto Rico to do so.
