For purposes of this chapter, the following terms shall have the meaning stated below:
(a) Infrastructure Agency.— Means the Planning Board, the Permit Management Office, the Department of Transportation and Public Works, the Department of Housing, the Public Buildings Authority, the Electric Power Authority, and the Aqueduct and Sewer Authority, as well as any entity or government body attached thereto, and any other agency with interest in infrastructure development in Puerto Rico.
(b) Smart growth.— Means the concept that gathers in specific strategies, the best planning and urban development practices under the following principles: mix land uses; take advantage of compact building design; create a range of housing opportunities and choices; create walkable neighborhoods; foster distinctive, attractive communities with a strong sense of place; preserve open space, farmland, natural beauty, and critical environmental areas; strengthen and direct land development towards existing communities; provide a variety of transportation choices; make land development decisions predictable, fair, and cost effective; and encourage community and stakeholder collaboration in land development decisions.
