The sum of five hundred thousand dollars ($500,000) is hereby appropriated from unencumbered funds in the Commonwealth Treasury, for studies, planning, protection and restoration, and to initiate the development of said facilities. In subsequent years, the Committee shall annually submit to the Legislature a consolidated budget, detailing the petition for additional funds needed to achieve the purposes of this chapter, which shall proceed from the General Budget.
