Ever[y] member may designate an authorized representative who shall officially substitute [for] him/her in the workings of the Executive Board for the Development of Porta del Sol — Puerto Rico or of the committees or subcommittees that may [be] created pursuant to this chapter, provided that said person is qualified to make decisions on behalf of the government agency or entity which is represented.
