§ 5212. Special Interagency Task Force for Castañer

A Special Interagency Task Force of an indefinite duration is hereby created for Castañer, which shall be constituted by agencies, members of the Legislature of Puerto Rico, and the government dependencies indicated below, and shall be presided and coordinated by the Chairperson of the Board.

The Chairperson of the Board is hereby empowered to appoint an Executive Director, in consultation with the Consulting Group who shall have the following duties:

(1) To coordinate the implementation of the Special Plan for the Development of Castañer.

(2) To receive and channel the recommendations of the Consulting Group and of the citizens of Castañer.

(3) To ensure the rendering of government services to Castañer, inherent and incidental to the implementation of the Special Act for the Development of Castañer and to the Special Plan for the Development of Castañer.

(4) To perform all functions entrusted by the Special Interagency Task Force in coordination with the Consulting Group.

This Executive Director shall operate from a physical structure located within the town of Castañer, which shall be designated by the Planning Board, and the remaining agencies of the state and municipal government shall provide the necessary space and personnel.

The government agencies and dependencies that constitute the Special Interagency Task Force for Castañer shall appoint at least one (1) employee from their agency or dependency, with power to make decisions, as a contact person with the Consulting Group. Provided, That said person shall operate from an office and that periodic meetings shall be held in the Office of the Executive Director to address matters pertaining to the development of the Castañer region.

The agencies, the members of the Legislature of Puerto Rico, and the public dependencies that shall compose this Special Interagency Task Force are: the Regulations and Permits Administration, the Department of Transportation and Public Works, the Department of Agriculture, the Department of the Treasury, the Commercial Development Administration, the Economic Development Administration, the University of Puerto Rico, the Sports and Recreation Department, the Government Development Bank, the Economic Development Bank, the Municipal Revenues Collection Center, the Electric Power Authority, the Aqueduct and Sewer Authority, the Tourism Company, the Institute of Puerto Rican Culture, the Department of Education, the Department of Health and the Department of the Family, the District Representatives and District Senators who represent the sectors comprising Castañer and the mayors of the municipalities of Adjuntas, Lares, Maricao, and Yauco. The citizenry of Castañer shall have the right, by petition to twenty-five (25) residents or persons who have bona fide businesses in Castañer, to request a special meeting with the Special Interagency Task Force.

The Special Interagency Task Force shall submit a report on or before December 15, 2004, and shall subsequently inform the Office of the Governor and the Presiding Officers of both Legislative Houses of its annual actions and achievements. The report shall include details on the problems and situations in Castañer in which they have intervened, the strategies adopted and solutions obtained, priorities, working plans, problems they have not yet resolved, achievements, and suggestions for legislative reforms.
