P.R. Laws tit. 23, § 5202
(a) The Board shall establish one or several Special Planning Zones that shall encompass the entire territory of Castañer. The Board shall establish for said zone or zones, an integral development plan, special regulations and applications of special regulations to govern the use of land mountains, lakes and rivers, mining and archeological resources, as well as buildings, needed to stimulate the development of Castañer in accordance with the public [policy] established in the purpose note under § 5201 of this title.
(b) The Special Planning Zone or Zones shall be deemed as designated once the development plans and the needed regulations are approved, pursuant to the provisions of §§ 62 et seq. of this title.
(c) The Board shall complete the designation of all zones within a term no greater than one (1) year from the date of approval of this act.
