In the cases in which the provisions of this chapter are in conflict with the provisions of any other law of the Legislature of Puerto Rico, the provisions of this chapter shall prevail unless the provisions of such other law specifically amend or repeal any or all of the provisions of this chapter. Furthermore, unless strictly provided otherwise, no other law subsequently approved to regulate the administration of the Government of the Commonwealth of Puerto Rico, or any parts, offices, bureaus, departments, commissions, dependencies, municipalities, branches, agents, officers, or employees thereof shall be construed to be applicable to the Authority, but the affairs and businesses of the Authority shall be administered as provided in this chapter.
