The Administrator shall approve the rules and regulations to reserve, regulate and plan the maritime development of the exclusive use of lands adjacent to the maritime-terrestrial front included in the harbor zone pursuant to the powers granted to the Authority in § 2202, and as provided by § 2109 of this title.
