The Authority shall also charge every ship entering a port the tariffs, fees, rents or reasonable and fair charges established by the Administrator as provided in § 2109 of this title for general harbor services rendered by the Authority under this chapter and its regulations for the vigilance, supervision and safety of the harbor and of the vessels within the harbor.
