Within the ten (10) days following the promulgation of a regulation, order or resolution, any party affected directly by the determination or the provisions of said regulation, order or resolution, may file a request for reconsideration in writing in accordance with the regulation for procedures approved by the Administration, specifying his objections to the determination or to any of said provisions. Any person affected by a decision taken by the Administrator after a proceeding of reconsideration may, within the ten (10) days following the notice of such decision, file an action for review before a competent court of Puerto Rico.
The Supreme Court of Puerto Rico, in its discretion, may by a writ of certiorari review the resolutions or judgments given by a Court of First Instance in the writs of review referred to in this section.
