No person shall use or have in his possession, for any commercial purpose, weight(s) and/or measure(s) incorrect or altered in their even balance or in any part of their mechanism that would facilitate delivery of false weight or measure. No person shall have, or use for any commercial purpose, weight(s) and/or measure(s) in such a position as to prevent their reading with exactness and which prevents the exact reading by the client of the operation of weighing or measuring except when an article is packed prior to being placed for sale and except in medical prescriptions.
