It is hereby declared that basic articles shall be all goods and services, professional or nonprofessional, needed for the restoration, repair and supply of the needs and damages caused by any situation of emergency, thus declared by the Governor of Puerto Rico, pursuant to the provisions in §§ 172 et seq. of Title 25, known as “Puerto Rico Commonwealth Emergency Management and Disaster Administration Agency”, as described by the Insular Supply Act, §§ 731—745 of this title, and by any subsequent law issued thereunder.
