The Governor of Puerto Rico or the official to whom he may delegate may, at the request of the Commission hereby created, direct the transfer of funds provided by §§ 651—659 of this title to other public agencies or instrumentalities of the Government of Puerto Rico when it may be necessary for the carrying out of the program. Said transfers shall be made chargeable to the appropriation provided in § 658 of this title and may be used to carry out capital works or other programs in harmony with the purposes of §§ 651—659 of this title.
