In the exercise of the powers granted by §§ 461-469 of this title, the Economic Development Administration shall have power to approve and amend general or special rules and regulations for the purpose of protecting and securing the public safety and interest, the safety of the persons who receive instructions or travel in or operate or use airplanes, and of the persons or property in airports, on land or at sea and for the purpose of developing and promoting aeronautic activities in the Commonwealth.
