As soon as the Deputy Administrator is appointed, the Economic Development Administrator shall require him to carry out an extensive study of the present status, deficiencies, needs, and achievements in the areas introduced in § 248p of this title, and any others that the Administrator, and/or Deputy Administrator deem that should be studied to assist in promoting the development of Puerto Rican Industry. During the course of the study, he must take into consideration the opinions and recommendations of all sectors of the industrial community.
