A revolving fund which shall be known as the Puerto Rico Quality Control Center Fund is hereby created in the accounting system of the Economic Development Administration. Into this revolving fund shall be covered the funds the Legislature may appropriate for the operation of the Center, those other funds the Center may collect for services rendered, federal government contributions, funds derived from the sales of materials, equipment or other properties of the Center, and any other funds obtained for the operation thereof.
This fund, thus constituted, shall be used to carry out the purposes of §§ 248—248m of this title.
The Director, in consultation with the Controller of the Economic Development Administration, and with the approval of the Administrator, shall handle the receipts and disbursements of the fund. Disbursements from the fund shall be made upon warrant issued under the signature of the Director of the Center and the Controller of the Economic Development Administration. Said receipts and disbursements shall be subject to the regulations and control of the Secretary of the Treasury.
