§ 248b. Quality Control Center—Functions

The Puerto Rico Quality Control Center shall have as fundamental purpose the following functions:

(a) To establish quality standards for all products manufactured in Puerto Rico. In the case of products subject by law to standards affecting their quality, the Economic Development Administration shall coordinate the functions of the Center with those of the agencies in charge of fixing and/or enforcing such standards. Sections 248—248m of this title shall not affect the powers granted by law to these agencies.

(b) To establish inspection and test plans of products manufactured in Puerto Rico to determine compliance with the standards set by the Center.

For this purpose the Center may enter into agreements with the producers in order that they be covered by such plans and bind themselves to make the needed changes in their operations to attain the quality standards that may be set for their respective products.

The Center may use the facilities now existing in the Economic Development Administration and, by agreement with them, in other agencies. In the same way, when necessary, it may establish additional facilities or contract for the use of private facilities. The Center may charge for services rendered to the producers or, when deemed pertinent, it may render such services free.

(c) To establish distinctives to be awarded to those products which fully meet the standards set by the program.

(d) To launch drives to encourage producers to raise and maintain the quality of their products and to promote the sale of products of certified quality. In this effort, the Center shall enlist the collaboration of those private organizations which have related interests.

(e) To advise the President of the Industrial Development Company or the officers he may designate, with regard to the granting of incentives and loans to encourage producers to enhance the quality of their products.
