§ 243a. Collection for services to private persons and industries—Contributions; special fund

The Economic Development Administration is hereby authorized to receive contributions in cash, materials or services from persons and private firms for research projects carried out by the Industrial Laboratory of the Economic Development Administration. In those cases where the contribution may be equivalent to a third (⅓) or more of the total cost of the research project, the Economic Development Administration may, at its discretion, grant to persons and private firms contributing in such proportion to make exclusive use of the result of the research up to a maximum period of eighteen (18) months, subject to the conditions it may deem most convenient for the economic fostering of the Commonwealth of Puerto Rico and to keep confidentially during the progress of the research all the information concerning same.

The Economic Development Administration is further authorized to create a trust fund which shall be known as Industrial Laboratory Trust Fund. There shall be covered into this Fund any receipts deriving from the collection for services rendered by the said Laboratory to persons or private firms, as well as any receipts deriving from cash, materials or services from persons or private firms for research projects carried out by the Laboratory.

The said receipts from the Industrial Laboratory Fund shall not be covered into the general fund of the Treasury of the Commonwealth of Puerto Rico and shall not be credited to the appropriation or appropriations provided by law to the Laboratory. The receipts of the Industrial Laboratory Fund shall accrue indefinitely and shall be used by the Laboratory in the carrying out of research works, both in the research projects originated by the receipts as well as others it may deem convenient.
