(a) Expressway PR-5, located between the Municipalities of Bayamón and Cataño, is hereby designated with the name of Mr. Rafael Torres-Ortega, in recognition of his endeavors and contribution to Puerto Rican society, in the different fields in which he has been involved, as well as for his professional excellence which has brought prestige to our Island and throughout the world.
(b) An official activity shall be held on the day that Expressway PR-5, located between the Municipalities of Bayamón and Cataño, is designated with the name Rafael Torres-Ortega, to be coordinated by the Department of Public Works and the Institute of Puerto Rican Culture of the Government of Puerto Rico, taking the necessary measures for the faithful compliance of the provisions of this legislative piece for its adequate disclosure and acknowledgement of this designation.
(c) The Public Structures and Highways Naming Commission of the Government of Puerto Rico shall take the necessary measures to faithfully comply with the provisions of this section, without being subject to the provisions of §§ 178 et seq. of this title.
