§ 189z. Monument to the Unknown Soldier

(a) The following terms shall have [the] meaning expressed below:

(1) Monument.— National Monument to the Unknown Soldier.

(2) Advocate.— The Veterans Advocate.

(3) Park.— Passive Recreation Park.

(4) Regulations.— The regulations to be adopted by the Board for the custody and conservation of the National Monument to the Unknown Soldier.

(5) Committee.— Advisory Committee appointed by the Veterans Advocate.

(6) Board.— Board for the custody and conservation of the National Monument to the Unknown Soldier.

(b) The Monument to the Unknown Soldier, located in an area of close to two acres of land in the Barrio Susúa Baja, PR #2, Km. 3.0 in the Municipality of Yauco, is hereby declared to be a National Monument of Puerto Rico.

(c) The municipality of Yauco shall be the title holder of the property and the latter shall be in the custody of the Board. The Board shall be in charge of the custody of the Monument and of the facilities thereof. The municipality of Yauco is hereby directed to surveying and to taking the corresponding administrative action for this purpose. The Property Registry of the Commonwealth of Puerto Rico is hereby directed to make the corresponding registration in the name of the municipality of Yauco.

The Board shall be in charge of the administration, custody and conservation of the Monument and the facilities thereof. The Board shall adopt the regulations needed for the protection, use and enjoyment of the Monument and the facilities thereof.

(d) Facilities to be used exclusively for the passive recreation of the citizens according to the regulations adopted by the Board may be established in the land where the Monument is located.

(e) The Board shall be constituted by a representative from each of the veterans’ organizations of Yauco that are recognized by the United States Congress and that have [an] office in Yauco, as certified by the Veterans’ Advocate; by the Mayor of Yauco, the Veterans’ Advocate and a representative of the public interest who shall be nominated by the veterans’ organizations and confirmed by the Municipal Legislature of Yauco. The office of chairperson of the Board shall rotate on an annual basis and shall always be held by a veteran.

(f) For the conservation of the Monument, the municipality shall use those Commonwealth and federal contributions to be appropriated, in addition to a reasonable item to be set aside in its budget for the continuous maintenance of the monument and the facilities thereof. The municipality may also receive donations from private entities, which shall be deposited into a special account or fund to be created to be used exclusively for the maintenance, conservation, and administration of the Monument.
