§ 189q. Paseo Jaime Benítez

(a) To [establish] that Avenida Universidad in the Río Piedras Sector of the Municipality of San Juan shall hereby be known as “Paseo Jaime Benítez”.

(b) To order the Department of Transportation and Public Works, jointly with the University of Puerto Rico, and the Municipality of San Juan, constituted into a Committee, to perform the necessary procedures to duly identify Avenida Universidad by signage pursuant to the purposes of this section. The Committee shall also have a representative of the public interest designated by the [Governor]. For such signage purposes, twenty thousand dollars ($20,000) are hereby appropriated from the Public Improvements Fund. The installation of such signage shall be completed, at the latest, to coincide with the celebration of the late Jaime Benítez’s next birthday, which is on October 29, 2003. Likewise, the necessary improvements must begin at Paseo Jaime Benítez as soon as it is viable, for same to have the physical infrastructure, furnishings, and urban amenities befitting its character and the legacy of such an illustrious Puerto Rican. The Committee shall identify the necessary resources to such effect and shall submit the corresponding petition to the constituent entities and the Legislature. In addition, the amount of eighty thousand dollars ($80,000) from the Public Improvements Fund is hereby apportioned for the preparation and installation of a bust or sculpture in honor of Mr. Jaime Benítez.
