For the purpose of preserving the historic treasures of Puerto Rico, and developing tourism through the conservation and protection of special places and structures, and the orderly planning of the construction of new structures, it is hereby provided that every application for a building permit, use permit or any other kind of application for permit filed with the Permit Management Office to be used within the boundaries of an ancient or historic zone or within the boundaries of a zone of tourist interest shall previously be reviewed and authorized with regard to its details, architectural features, and proper relationship with the character of such zone, in the way hereinafter provided and consistent with the other applicable laws.
In the case of an ancient or historic zone, the Permit Management Office shall require the favorable recommendation of the Institute of Puerto Rican Culture before authorizing any building or use permits.
In the case of a zone of tourist interest, no franchise, permit, authorization or license for works, constructions, installations, services, use or activities within said zone may be granted by the Permit Management Office, as determined by law, without the previous favorable report of the Tourist Company.
