Every work carried out by the Corporation, whose total cost exceeds fifty thousand dollars ($50,000), shall be made through public bidding. The bid shall be awarded to the lowest responsible bidder. All and each one of the bidding forms received as the result of a call for bids may be rejected should it be considered that the bidder lacks responsibility, if the proposal is not in accordance with the terms and conditions of the call for bids or should the quoted prices be considered unreasonable. The Governing Board shall establish through regulations a Board of Awards and, likewise, all details in relation with the procedure of bids and conditions which the bidders must fulfill, in accordance with the provisions of this section.
No call for bids shall be required for professional engineering, architectural or surveying services contracted by the Corporation, but in no case shall there be authorized the payment of a higher tariff than that established by the College of Engineers, Architects and Surveyors of Puerto Rico.
The designs for works of a civic and monumental nature carried out by the Corporation shall be submitted to a contest for the selection of the persons who shall execute said works.
