The Planning Board shall, as it completes the various sections of said map showing the boundaries of a municipality and its barrios, send a copy of said section to the respective mayor and municipal legislature for their approval. The municipal legislature, if necessary, and considering the term hereinafter fixed for such action, shall hold such special sessions as may be necessary, which shall be called by the mayor.
If the municipal legislature takes action on said map, the same shall be adopted as approved thereby, but if said municipal body does not take any action on it within the term of ninety (90) days after receipt by the mayor and by the chairman of said municipal legislature, it shall be understood that the municipal legislature agrees with and approves said section as prepared by the Planning Board, except in cases of controversies between adjacent municipalities over their respective boundaries. Any controversy between different municipalities shall be settled pursuant to law.
When all the sections of said map have been finally adopted, the Planning Board shall prepare sufficient copies thereof for the Secretary of State of Puerto Rico, who shall keep a record thereof for the proper official purposes after certifying the original.
Any municipality may alter the boundaries of the barrios within its territorial limits, and they shall submit each alteration to the Puerto Rico Planning Board for the purposes of preparing an amended plan showing the new boundaries so fixed. The Puerto Rico Planning Board shall submit such amended plan to the municipal legislature of the municipality concerned, for approval by said municipal legislature, which shall previously hold a public hearing to hear the persons affected thereby, and said approval shall not be effective until the Puerto Rico Planning Board has been notified thereof.
