§ 88. Special budget—Estimates; form of appropriations

Together with the plan of the budget for special expenses and for payments on the public debt, the Governor shall submit:

(a) An estimate of the income to be obtained from the sources of income or from the special taxes levied by the Legislature of Puerto Rico to cover, during the year, the expenses of said special budget.

(b) The appropriations for these expenses shall be classified and grouped in the following order:

(1) Departments or dependencies of the Commonwealth Government.

(2) Divisions and subdivisions of the various departments or dependencies of the Commonwealth Government.

(3) Character and general object of the expenses.

(4) Any other expense for works or services to be carried out, following the same plan described for the appropriations for ordinary expenses.
