Proprietors who did not expressly authorize the establishment of an access control system shall not be bound to pay fees for the establishment, operation, maintenance or removal of said system, except in those cases in which they bind themselves to those payments through a written contract. When they so bind themselves, those proprietors shall be subject to the obligations and provisions of § 64d-3 of this title. Any proprietor or resident shall have access to the area subject to access control under equal conditions, and any proprietor may take part by voice and vote in the general assemblies held by the council, board or association of residents, whether he/she is or is not a member of said body.
