The Puerto Rico Planning Board shall adopt regulations to be used by all municipal governments in the establishing of norms and procedures needed to obtain the authorizations and permits for motor vehicle traffic control and the public use of the streets in the urbanizations and communities pursuant to the provisions of §§ 64—64h of this title.
Municipal governments may adopt, through ordinances, those norms they may deem pertinent regarding those matters not incompatible with what has already been established in the regulations of the Planning Board, and that are needed to carry out the purposes of this §§ 64—64h of this title.
