The powers granted in this subchapter shall be exercised for the general purpose of guiding the integral development of Puerto Rico in a coordinate, adequate, economic manner which, according to the present and future social needs and human environmental, physical and economic resources, will best promote the health, safety, order, coexistence, prosperity, defense, culture, economic stability and general welfare of the present and future inhabitants and such efficiency, economy and social welfare in the process of development, in the distribution of population, in the use of the land and other natural resources, and in the public improvements as may tend to create conditions favorable for the society to develop integrally.
