The Legislature of Puerto Rico establishes that the public policy of the Commonwealth of Puerto Rico and the action guidelines directed towards achieving Santurce’s rehabilitation and development shall:
(a) Retain and increase the resident population with persons and families of different income levels and ages.
(b) Promote the physical, economic and social rehabilitation of the communities and neighborhoods of Santurce, with special attention to low income families, and stimulate their integration in spatial, economic and organizational terms with the mainstream of activity of the area.
(c) Increase and bolster the economic activity in Santurce by consolidating and supporting existing economic activity and promoting new activity in the service, specialized business and trade areas related to recreation and culture.
(d) Rehabilitate and occupy deteriorated or vacant structures with special attention to those structures of architectural value.
(e) Create an urban atmosphere of varied uses, coherent in scale with the general urban environment of the area.
(f) Significantly increase employment opportunities in the area and retain and consolidate existing ones.
(g) Expand and improve the furnishing of services to residents and users of the area.
(h) Increase the security of the area and improve its image before the public.
(i) Establish a pleasant pedestrian ambience.
(j) Promote the use of the current and potential public transportation system of the area, including the projected Metrobus and Agua-Guagua systems, as well as a system of internal transportation in the commercial districts.
(k) Improve the traffic flow, increase parking facilities and make them more accessible to their users.
(l) Promote an active participation of the private sector in the rehabilitation and development process of Santurce.
(m) Guarantee the adequacy of the infrastructure and public services, particularly if the increment in densities is allowed.
