P.R. Laws tit. 23, § 225m
Any officer or employee of the agencies mentioned in this chapter is hereby authorized to enter into the lands located in zones declared as zones susceptible to floods for the purpose of fulfilling the duties imposed by this chapter or by the regulations to that effect. This right shall be exercised in a reasonable manner. In case of refusal on the part of a landowner to allow the entrance into his property of the officers or employees mentioned above, the latter may file a sworn declaration before the corresponding district judge, who shall issue an order authorizing their entrance therein. The noncompliance of this order shall constitute a contempt of court.
