P.R. Laws tit. 23, § 54
Any person or family of low or moderate income who wishes to construct a dwelling, up to an estimated cost not exceeding eight thousand dollars ($8,000), may apply to the Department of Housing for, and the latter shall furnish free of charge, a model plan duly approved by the Permit Management Office; Provided, That the applicant shall accompany his application with a copy of the title to the lot whereon the said construction shall be erected, and if the lot does not belong to him, he shall accompany his application with the documents attesting his right to use said lot for building thereon; Provided, further, That if the lot should be the property of a municipality, the application shall be accompanied with a certification of the municipal secretary, which shall contain a description of the lot, the date of the grant thereof to the applicant, and the proper approval by the corresponding government agency.
The Department of Housing shall adopt the necessary norms, requisites and measures so that persons and families of low or moderate income may be covered by §§ 53 and 54 of this title, including the furnishing of all printed matter and other documents required for the filing and handling of their applications. Together with the function hereby transferred to the Department of Housing, there shall be transferred thereto the human resources and funds employed until now in this program, as well as the equipment used in the same. Likewise, the mayors or the persons whom they delegate shall establish liaison with the proper agencies so as to make available gratuitously to said persons the documents required for the handling of plans, permits, and other requisites provided by law.
