The Insurance Commissioner shall be the official responsible for the administration, implementation and enforcement of this chapter. To such effects, it shall be understood that the provisions of §§ 101 et seq. of this title, known as the “Insurance Code of Puerto Rico,” shall be complementary to the provisions of this chapter whenever they are not incompatible.
