[(1)] A reciprocal insurer may, upon qualifying therefor as provided by this title, transact any kind or kinds of insurance defined by this title, other than life or title insurance.
(2) A reciprocal insurer may cede or accept reinsurance of any kind of risk which it is authorized to insure direct.
