The Commissioner, by rule or regulations, may require an insurer to make such special reports with respect to particular losses or claims or particular classes of losses or claims in Puerto Rico as he deems advisable, and on any matter when he deems it necessary or convenient and they are pertinent and related to the Commissioner’s investigative powers for the best performance of the functions and duties imposed on him by this title.
